Graduate paper is devoted to the analysis of actors influence in the development and implementation of regional programs for protection of the social rights of the unemployed: case of the Pskov region.
The issue of actors influence in the policy-making is not new, but it is worth noting that the problem of the influence of actors in the development and implementation of regional programs for protection of social rights of the unemployed in the Pskov region had never been researched.
The practical part of this paper is based on seven expert interviews with professionals who hold leadership positions in the regulation of regional policy in the field of employment.
In this paper we focus at three stages of the policy cycle, developed by G. Lasswell: defining the problem, the choice of a preferred embodiment of the policy and implementation of policy. Within these three stages and on the basis of expert interviews we identify actors' strategies and classification of actors adapting to regional policy in the sphere of employment of the Pskov region.
